State Governments are unicameral with a First Minister governing their State. The Federal Parliament is the main national government. It is Bicameral meaning it has two houses, an upper house [Senydd] and a lower house [Repardinu].

  • Both play a vital role in governing Calleton, but they do different things.

    The Pryf Weniddog is the head of government – they set policy, lead the cabinet, and are responsible for the day to day running of the country. If you want to know who is making decisions about healthcare, education, or the economy, that is the Pryf Weniddog and their Woyaguwor.

    The Rŵn is the head of state – they represent the federation at home and abroad, sign legislation into law, command the armed forces, and act as the guardian of the constitution. The Rŵn is not a figurehead – they hold real constitutional powers – but they do not govern day to day.

    Think of it this way: the Pryf Weniddog runs the country, the Rŵn protects it.

  • The Calleton Federation has two houses in Parliament because it is a federation of five equal nations, and the two houses serve two different democratic purposes.

    The Repardinu is where the day to day business of democracy happens. Its members are elected by you, proportionally, to represent your community and hold the government to account. This is where laws are debated, budgets are passed, and governments rise and fall.

    The Senydd exists to protect the federation itself. Its ten elected members – two from each nation – and various other nominated members act as a constitutional check on the Repardinu, scrutinising legislation and ensuring no single nation or political majority can dominate the others. Its small size is deliberate: the Senydd is designed for careful, independent scrutiny rather than political debate.

    Together the two houses ensure that Calleton is both democratically governed and constitutionally protected.

  • Calleton operates on a simple principle: federal law always comes first.

    Your state government can pass laws and make decisions on matters that affect your state directly – local services, regional infrastructure, cultural programmes, and more. Your state government has genuine power and your vote in state elections matters.

    However, where a state law conflicts with federal law, the federal law will always prevail. Your state government cannot pass legislation that contradicts the federal constitution, removes your rights, or undermines the principles of secularism, equality, and fair representation that bind the whole federation together.

    Your State Chiefs are elected separately to represent your nation in the federal Senydd – they ensure your state’s voice is always heard at the federal level, regardless of which party holds power in the Repardinu.

  • Electing the Rŵn is a two stage process, and both stages involve you directly.

    First, you vote in the Senydd election. Using the preferential PRSTV system, you rank candidates from across all five states. The ten candidates who win seats in the Senydd automatically become the candidates for the office of Rŵn.

    Second, you vote for the Rŵn directly from those ten candidates using the Alternative Vote system, ranking them in order of preference. The candidate who achieves a majority of votes becomes Rŵn.

    This system exists for good reasons. By requiring the Rŵn to first win a Senydd seat, it ensures they have already demonstrated national support across the federation rather than just in their home nation. It also means the Rŵn brings genuine democratic legitimacy to the office – they have been chosen by the people twice.
